With investment needs significantly outpacing available funds, state DOTs and MPOs face difficult trade-offs deciding how scarce funds should be allocated. Consistent "apples to apples" comparison is needed to evaluate the merits of investment choices spanning alternative modes and capacity/preservation options. By recognizing a wide range of performance outcomes, economic analysis can provide a consistent way for comparing different investment strategies.

Speakers:
Martin Weiss and Chandler Duncan have experience at both the federal and state level with applying economic analysis to arrive at meaningful "bottom line" comparisons between programmatic investment options.

Martin Weiss, a career veteran retired from the FHWA, shares a federal perspective on how economic analysis has helped agencies manage and justify trade-offs within the political context of federal transportation policy.

Chandler Duncan, a former state DOT district planner and consultant on more than six statewide investment plans in recent years, shares a state and MPO perspective on the practical value of economic tools and analysis in statewide and MPO planning.
